Create / edit a chat folder

Create a folder (leave out telegramId) or edit one: title (≤ 12 characters), icon emoji, chat-type switches (contacts, nonContacts, groups, broadcasts, bots) and exclusions (excludeMuted, excludeRead, excludeArchived), chosen / pinned / excluded chats as conversation ids of this account. Left-out fields keep their value; a given chat list replaces the chats the app knows (others stay). Shared-link folders can only be changed on Telegram.
